The pro-Catalonian independence social media group, Tsunami Democratic, have begun a protest on the AP-7 Highway between La Jonquera and the nearby border with France. A group of protesters has currently blocked traffic on the AP-7 in both directions; protesters have erected concrete barriers and a stage on the highway. Authorities have confirmed that the border crossing is currently impassable.

Tsunami Democratic previously announced three days of protest Nov. 11-13; organizers will likely try and sustain this roadblock through Nov. 13. Thousands of activists are likely to attempt to join the protest while the roadblock remains in effect. Alternative routes are likely to experience increased congestion, including the border crossings with France on the N-260 and C-38 highways.

A significantly increased police presence has been deployed on both the Spanish and French sides of the border. Spanish police have blocked access to the protest site in an attempt to stop more activists from joining the action. Clashes are likely should police attempt to clear the roadblock; authorities may resort to riot control measures including tear gas, rubber bullets, and baton charges. While bystanders are unlikely to be targeted, they would face a significant indirect physical threat. Additional protests are likely in Catalonian urban centers daily through at least Nov. 13.

Advice

Avoid the protest as a routine security precaution and to mitigate associated disruptions. Allow additional time for travel and consider alternative routes if planning to drive or route freight through the affected area. Anticipate possible supply chain disruptions.
