Libya: Siege of Derna eases August 9 /update 1

The Libyan National Army allows shipments of medical supplies into Derna August 9; blockade remains in place

Event

The Libyan National Army (LNA)'s blockade of Derna had eased as of Wednesday, August 9, and is now allowing some medical supplies to enter the city and permitting civilians to leave. In an attempt to wrest control of the city from the Shura Council of Mujahideen, the LNA had closed all land-based entry points, leading to shortages of food and medical supplies. The bulk of the blockade remains in place, however, as the group has rejected calls to allow other, non-medical supplies into the city.

Context

The Shura Council of Mujahideen in Derna has held the city since early 2015. The group is an Islamist militia that advocates the imposition of Sharia law in Derna and its environs. The group has openly opposed both the Islamic State (IS) and Khalifa Haftar's Libyan National Army (LNA). The LNA has intensified its push to take Derna as the fight for Benghazi draws to a close. The blockade is expected to give Haftar leverage in negotiations with the Shura Council.
