Warning

Event

According to the United States Department of State, a demonstration was planned at Bourse du Travail/Carrerfour des Jeunes in Bamako on Tuesday, July 25, at around 11:00 (local time). The demonstration was organized in response to an alleged assassination attempt on radio announcer and web activist Madou Kanté on July 24, who remained in the hospital as of Tuesday evening following surgery to remove a bullet lodged in his chest. Further demonstrations are possible in the coming days, particularly should Kanté’s condition worsen.

Context

Madou Kanté, a popular activist known for his opposition to corruption, nepotism, and other issues plaguing the Malian political and religious classes, was reportedly shot in his car late Monday evening, July 24, in what many sources claimed was an assassination attempt. He was admitted to the hospital for surgery and remained there as of Tuesday evening; the current status of his health is unclear. Kanté recently participated in demonstrations with the “No” campaign that opposes proposed amendments as part of the upcoming constitutional referendum.  No suspect has been identified in the case.

Advice

Individuals in Mali are advised to avoid all protests and demonstrations due to the risk of violence and to anticipate an increased security presence in the event of further mobilizations.

On a separate note, due to the underlying terrorist and kidnapping threats prevalent in the country, all those present in Mali are advised to remain discreet regarding personal details, particularly information concerning nationality, employment, family, etc. Individuals are also advised to avoid public events and places frequented by Westerners, to remain vigilant at all times (especially in local markets, now used by terrorists as recruitment grounds), and to report any suspicious objects or behavior to the authorities. When going out, always carry a reliable means of communication and inform a trusted contact of where you are going and when you plan to return.
