India: Student activists to stage rallies in several parts of Manipur State May 3

Student activists to hold rallies in several parts of Manipur State, India, May 3. Increased security, localized disruptions likely.

Warning

Event

The All Tribal Students' Union of Manipur (ATSUM) will stage rallies in several parts of Manipur State May 3 as a part of the Tribal Solidarity March to protest the government's proposal to include the Meitei community under the Scheduled Tribes (ST) scheme. ATSUM supporters will hold marches in Chandel, Churachandpur, Kangpokpi, Senapati, Tamenglong, Tengnoupal, and Ukhrul districts. Organizers may also hold rallies in other locations, especially near prominent government buildings, public squares, and thoroughfares. Other activist groups may join in support of the action.

Authorities will likely heighten security deployment and impose security cordons and other measures in the affected areas. Enhanced measures, such as temporary controls on movement, telecommunications, and mobile internet services are possible in the event of significant violence. Clashes between security personnel and protesters cannot be ruled out, especially if officials attempt to disperse gatherings or remove roadblocks. Associated localized transport and business disruptions are likely to occur.

Advice

Avoid all demonstrations due to possible clashes. If any violence breaks out nearby, leave the area and seek shelter at a safe, nongovernment building. Do not navigate roadblocks as protestors may react violently. Monitor local media for updates on rallies and road conditions, as organizers may not announce demonstrations in advance. Heed all official transport and security advisories.
