India: Authorities impose increased security measures in Churachandpur District, Manipur State, effective April 29

Officials impose indefinite 17:00-05:00 curfew, public gathering and mobile internet curbs in Churachandpur, India, effective April 29.

Warning

Event

Authorities have increased security in Churachandpur District, Manipur State, in response to a recent spate of violence that culminated in a suspected act of arson against the Range Forest Officers building in the Tuibong area early April 29. The unrest stems from protest activity by local tribal activists denouncing a mass eviction scheme. Effective April 29, an indefinite nightly curfew is in force in Churachandpur District between the hours of 17:00-0500. Additionally, local officials have implemented a set of mobile internet service restrictions, likely in an effort to prevent activist groups from organizing further action. Moreover, authorities have invoked Section 144 of the Indian Penal Code until further notice in Churachandpur and Pherzawl districts. Under Section 144, public gatherings of more than five people are prohibited, as are the possession and use of fireworks.

Although there have been no immediate announcements of plans for further gatherings, tribal groups may stage additional demonstrations over the coming days; on April 28, activists staged a shutdown strike and protests before being forcibly dispersed by police in the New Lamka area. Potential gathering sites include prominent government buildings, public squares, and thoroughfares.

Officials will almost certainly maintain an increased security presence in the affected areas. Authorities may institute additional restrictions, such as telecommunication curbs or checkpoints, or expand measures to encompass additional areas depending on the local security situation. Further clashes between activists and police cannot be ruled out. Localized transport and business disruptions are likely.

Churachandpur is located approximately 59 km (37 miles) southwest of Imphal.
