Summary
Authorities in Nicaragua have deployed additional security force personnel to the Penas Blancas area at the border with Costa Rica, as of July 24, after stranded Nicaraguan migrants blocked the cross-border route to cargo transport. A few hundred Nicaraguan nationals have been denied entry since the government declared July 14 that all travelers arriving in Nicaragua will be required to present a negative COVID-19 test taken within 72 hours of arrival. However, most returning nationals do not have the required documentation.

Despite the increased security, stranded migrants could continue to disrupt cargo trucks attempting to transit from both sides of the border to protest their rejected entry. Police in Nicaragua will not hesitate to use force to disperse groups blocking the border routes. Clashes between protesters and truck drivers are also possible.

Costa Rica has suspended incoming passenger traffic at the land borders with Nicaragua; however, cargo transport is permitted. Nonetheless, cross-border shipment delays are possible if trucks continue to be disrupted over an extended period of time.
