The second round of legislative elections in Mali are scheduled to occur nationwide April 19. The second round, like the first, will be held despite security concerns and continued spread of coronavirus disease (COVID-19). More than 1,451 candidates are listed as contesting 147 available seats.

Nationwide turnout was low for the first round of voting, particularly in Bamako. The elections have been marred by violence and abductions, in particular the kidnapping of a key opposition candidate in northern regions of the country. The candidate remains unaccounted for. Other incidents of violence, including clashes and abductions of electoral workers, were reported in the aftermath of the first round. Acts of violence are likely to persist. Political events are likely to be muted in the northern regions of Tombouctou, Kidal, and Gao due to ongoing insecurity.

Security forces will almost certainly deploy to monitor major election-related events. Localized road travel disruptions are likely near rallies and poll sites. Clashes could occur between supporters of rival political parties if opposing gatherings take place close to each other. Post-election violence is also possible, especially considering that opposition parties may allege election irregularities and call on supporters to protest the outcome of the polls.

Avoid all election events. Keep away from political party offices and areas with a heavy security presence. Adhere to all health measures in place. Armed groups operating in Mali could also attack events. Use alternative routes to avoid election-related events; allow additional time to reach destinations.
