  • Start Time/Date: 1530 April 25
  • Impact: Increased security, localized disruptions likely

Summary
Radical human rights activists plan to stage an unauthorized protest in Berlin from 1530 April 25 against restrictions introduced in order to stem the spread of coronavirus disease (COVID-19). Participants will gather outside the Volksbuhne theater in Rosa-Luxemburg-Platz. Organizers allege the preventive restrictions violate Germany's constitution. Precedent suggests around 500 people will attend.

Due to the COVID-19 pandemic, gatherings in excess of 20 persons are currently prohibited in Berlin. Accordingly, police will likely deploy heavily and seek to immediately disperse the protest. A related protest April 18 was dispersed within two hours of commencing; several arrests were made. Localized traffic disruptions are likely. Any violence would pose an incidental risk to bystanders.

Advice
Avoid the demonstration and any large police deployments due to the threat of violence. If unrest erupts nearby, leave the area immediately and seek shelter in a nongovernmental building until it is safe to exit. Use alternative routes to circumvent the demonstration site.
