Activists are protesting in the downtown areas of multiple urban centers across Germany the afternoon of May 9, against measures put in place to counter the spread of coronavirus disease (COVID-19); those cities affected include Berlin, Munich, and Stuttgart, among others. There have been no reports of violence; however, in light of social distancing measures in place and restrictions on public gatherings, police will likely order protesters to disperse. Security forces have already arrested an unknown number of protesters in Berlin.

Increased security is likely to prompt localized traffic and public transport disruptions. Isolated scuffles between police and protesters are possible, particularly if the latter refuse to disperse when ordered to do so. Bystanders are unlikely to be targeted in any confrontations.

Avoid all demonstrations as a routine security precaution and to minimize the impact of any disruptions. Allow additional travel time if transiting downtown areas of major urban centers May 9. Leave the area at the first sign of a confrontation. Adhere to all health measures currently in place.
