New Caledonia: Further rallies planned in Noumea as additional protests remain likely territorywide through at least May /update 2

Further pro-independence protests to occur in New Caledonia through May. Tight security, traffic curbs likely during rallies in Noumea.

Pro-independence groups will likely continue protesting across New Caledonia through at least May to denounce proposed constitutional and electoral reforms that will expand voting rights to long-term residents. The Field Action Coordination Unit (Cellule de coordination des actions de terrain, CCAT) plans to rally outside the Noumea Penitentiary Center (Camp-Est) May 7 and near the Anse Vata bay May 8. Earlier demonstrations have prompted counterprotests, tight security curbs, and traffic restrictions. Actions will likely intensify in the lead up to and immediately after a national assembly vote on the proposed laws May 13.

Activists have recently held related demonstrations in downtown Noumea and near military barracks across the territory, resulting in minor clashes and significant localized traffic disruptions. Popular gathering sites include government buildings like the Congress of New Caledonia and the High Commission of the Republic offices, public squares, barracks, and thoroughfares. Up to a few thousand people may join rallies in Noumea.

Authorities will almost certainly monitor gatherings and may use force to disperse overly unruly crowds. Further clashes between police and activists are possible; altercations between rival groups may occur. Localized transport disruptions are likely during protests; rerouting of public bus services may occur during well-attended marches. Localized business disruptions are possible.
