Protesters continue to block National Route 4 with debris in Llavini, Cochabamba Department, as of April 23. The demonstrators, who first began the protest on April 22 to demand that Llavini be incorporated into the nearby municipality of Sipe Sipe, have said they will not unblock the road until government officials begin a formal dialogue process with them.
As a result of the protest, transport between the city of Cochabamba and cities to its west, such as Oruro, has largely come to a halt. Other interdepartmental transport throughout much of the country is also affected; officials have suspended operations at the Cochabamba bus terminal, and the bus terminal in El Alto has similarly suspended all service to Cochabamba, Oruro, and Santa Cruz de la Sierra.
Police are likely to deploy to the protest, and clashes are possible, especially if police attempt to forcibly disperse protesters and reopen the highway.
Avoid the protest as a precaution. If violence occurs, immediately leave the area and seek shelter in a non-governmental building. Do not attempt to drive through roadblocks; wait for police to clear them instead. Consider delaying transport on National Route 4 until protesters disperse.
