India: Authorities maintaining security restrictions across Uttar Pradesh State as of March 29 following high-profile death

Tight security continues across Uttar Pradesh, India, as of March 29 due to lawmaker's death. Violence, internet curbs possible.

Warning

Authorities are maintaining heightened security across Uttar Pradesh State as of March 29 following the death of an imprisoned lawmaker Mukhtar Ansari. He passed away in Banda District late the previous day. Given his political career and links to organized crime groups, authorities have imposed Section 144 of the Criminal Procedure Code (CrPC) in all districts of Uttar Pradesh until further notice to prevent violent gatherings. Security forces have deployed to patrol and conduct vehicle searches in several areas across the state. The tightest security measures are underway in Banda, Ghazipur, Mau, and Varanasi districts.

Under Section 144, unauthorized public gatherings of four or more people and the carriage of arms in public are prohibited, among other rules. The measure also empowers local authorities to impose further restrictions, such as curfews if necessary. Security forces may deploy to prevent retaliatory gang violence as a precaution, as Ansari's family recently claimed he was poisoned in prison. Security measures may prompt associated localized transport and business disruptions. Enhanced measures, such as curbs on social media and internet services, are possible if significant clashes occur.

Demonstrations may occur in the coming days despite the gathering ban, mainly in Mau District, where the deceased has won elections. Violence may quickly break out during gatherings, with protesters engaging in arson and vandalism. Opposition parties in the state may also hold rallies with dozens of supporters in urban centers to denounce alleged security lapses. Police will likely monitor well-attended gatherings and may forcibly disperse unruly crowds.

Exercise caution if operating in Uttar Pradesh State. Avoid protests and navigating roadblocks due to possible violence. Leave the area at the first sign of any security disturbance. Plan for potential localized business and transport disruptions. Monitor trusted local media for protest plans, as organizers may not announce them in advance. Carry proper identification to present at security checks. Heed all instructions from authorities.
