Philippines: Authorities likely to maintain increased security measures in Cotabato Province through at least mid-December

Authorities will likely maintain an enhanced security posture across Cotabato Province through at least mid-December following a recent Philippine Army operation in neighboring Maguindanao del Sur. On Dec. 7, elements of the 602nd Brigade launched air and ground assaults against an alleged Islamist militant base in the Pagalungan area of Maguindanao del Sur after evacuating local civilian residents; the operation left at least nine suspected militants killed. In the wake of the fighting, officials in Cotabato Province have established several checkpoints and placed the provincial police force on high alert as a precautionary measure.

The elevated security in Cotabato Province will almost certainly remain in effect until the situation stabilizes. Authorities may impose restrictions on movement in some areas, as well as localized curfews or other measures, depending on operational needs. Such measures could be expanded to encompass additional neighboring regions depending on the severity of the perceived threat. Further clashes between security forces and militants cannot be ruled out. Isolated security incidents, including small-scale bombings, are possible. Associated localized transport and business disruptions are likely.

Exercise increased caution if operating in or near Cotabato Province and the surrounding regions. Avoid government buildings, security installations, and large concentrations of police and soldiers. Check flight status and reservations in advance as a precaution. Strictly heed the instructions of local authorities, including any official transport and security advisories.

The recent security operation follows a Dec. 3 bomb attack by pro-Islamic State militants targeting a Catholic mass being held in a gymnasium at the Mindanao State University campus in Marawi. The bombing killed at least four people and wounded about 50 others. Military officials have asserted that the Dec. 3 explosion followed a series of security operations to root out Islamic State-inspired groups in the southern Philippines.
