India: Pro-Marathi activists plan protests, including road blockade in Belagavi District, Karnataka State, Dec. 4

Gathering and security curbs affecting Belagavi District, Karnataka, India, Dec. 4, due to threatened rallies. Clashes possible.

Informational

The Maharashtra Ekikaran Samiti (MES), a pro-Marathi outfit, has threatened a road blockade in Shinoli, Belagavi District, Dec. 4. The action is part of planned demonstrations denouncing the winter session of the Karnataka State Assembly occurring Dec. 4-15 in the district, which remains at the center of a long-standing territorial dispute between Karnataka and Maharashtra states. Organizers plan to defy a police ban on the events, and restrictions on unauthorized gatherings near Bogarves Circle, Shivaji Garden, as well as Lele and Sambhaji grounds through 06:00 Dec. 5. A few hundred people could attend the event, and violence remains possible.

Heightened security and localized transport disruptions are likely along major roads in Shinoli, including National Highways (NH) 20 and 141. Authorities may erect checkpoints at the Maharashtra-Karnataka border as a precaution, potentially prompting interstate passenger and freight transport delays. Clashes may break out quickly if police attempt to forcibly prevent or disperse the gathering; security personnel have used tear gas, water cannons, and batons to control similar rallies previously. Mass arrests and related protests cannot be ruled out in the coming days.

Avoid any rallies as a precaution. Confirm road status and transport reservations, especially if traveling between Karnataka and Maharashtra states. Allow additional travel time in Belagavi Dec. 4; use alternative routes to circumvent road blockades. Remain cooperative if stopped by officials for security checks. Do not navigate roadblocks, as protesters may attack vehicles. Monitor trusted local media for updates on protest details, as organizers may not announce them in advance. Heed all local security and traffic advisories.
