India: Political rallies likely in Himachal Pradesh State through mid-December

Political rallies likely across Himachal Pradesh State, India, through mid-December. Increased security likely.

Warning

Various political rallies will likely take place in Himachal Pradesh State through at least mid-December. On Dec. 11, the Indian National Congress (INC) party will host a public gathering at Police Ground in Dharamshala to mark the end of Chief Minister Sukhvinder Singh Sukhu's first year in office as the Himachal Pradesh state executive; organizers claim the event could attract about 30,000 attendees. Additionally, the Bharatiya Janata Party (BJP) will hold statewide protests Dec. 11-18 to denounce the state government's policies. The BJP protest campaign will include a demonstration in Mandi on Dec. 12 and rallies in Dharamshala and Kangra on Dec. 18.

Additional gatherings by both political groups are possible at other locations through at least Dec. 18. Potential demonstration sites include political party offices, government buildings, public squares, press clubs, sports grounds, and major thoroughfares. Such events could draw large crowds.

Authorities will almost certainly monitor any such gatherings as a precaution and may move to disperse overly disruptive crowds. Clashes between police and activists, as well as among groups of activists from rival camps, cannot be ruled out. Demonstrators will likely march along or block roadways, causing localized transport disruptions. Associated localized business disruptions are possible.

Avoid all demonstrations as a precaution. Depart the area at the first sign of any security disturbance. Confirm transport and business reservations in advance. Heed all official transport and security advisories.
