Authorities are enacting increased security measures amid ongoing political violence, which will likely peak as local elections approach until after All Saints' Day and All Souls' Day public holidays Nov. 1-2. Police have recorded 18 incidents of election-related violence as of Oct. 20. The Barangay and Sangguniang Kabataan elections (BSKE) will see the contest of over 42,000 seats. Campaigning will occur through Oct. 28, prompting increased security nationwide and localized disruptions. Vote-counting and declaration of the results will take place Oct. 30, which has been declared a public holiday. The election period ends Nov. 29, the last day for candidates to file their statements of contributions and expenditures. Officials will prohibit the selling, buying, or consuming of intoxicating liquor Oct. 29-30. Nationwide rules, such as a ban on bearing firearms in public, are active through Nov. 29. Authorities are implementing a nightly curfew from 22:00-04:00 in Cavite Province, as of Oct. 19. Officials could announce curfews in other provinces, though the curfew timing and enforcement may vary depending on locations.

Large events are certain during the campaigning period. Gatherings and parades are likely at public squares and parks in Metro Manila and locations like Mendiola, People Power Monument, Rizal Park, Quezon Memorial Circle, Quezon Hall at the University of the Philippines Diliman Campus, and Welcome Rotonda. Elsewhere in the Philippines, supporters may rally in urban centers near government offices, public squares, and parks. Sizeable gatherings could also occur in Cebu City and other major cities. Disruptive protests by political outfits may also occur before, during, and after the vote if there are any allegations of irregularities; celebratory gatherings may occur after officials declare results. Well-attended gatherings could draw thousands of participants.

While gatherings will likely be peaceful, clashes between rival supporters or with security personnel remain possible. Localized transport and business disruptions may occur near any rally. Election-related violence between rival political parties is also possible; the government may deploy the military should significant violence occur. The tightest security is certain on polling day; heightened security is likely around polling and counting centers.

Context

Violence and related casualties have marred previous local elections. In the lead-up to the 2018 BSKE election, the police investigated 47 recorded cases of violence that killed 25 people and injured 27 others. However, political violence has rarely affected foreigners.
