As of Oct. 23, fuel and transport disruptions are likely in southern and eastern provinces, including North Kivu, South Kivu, Haut-Katanga, Lualaba, Tanganyika, and Haut-Lomami, through at least late October amid an indefinite strike by oil tanker companies aligned to the Federation of Congolese Companies (FEC), including the North Kivu Oil Tankers' Association (APENOKI). The purpose of the action is to demand the government establish a new price structure for petroleum products and repay revenue losses since September. Petrol stations throughout the region are reportedly closed due to shortages, including in Bukavu, Goma, and Lubumbashi. Prices of public transportation, such as taxis, are also rising.
Increased demand at available fuel stations remains likely and may prompt congestion on nearby roads. Fuel shortages may affect business operations. Consumer frustration could manifest in sporadic clashes and protests near filling stations or streets if the strike and fuel shortage become protracted.
