India: Officials lift mobile internet curbs amid modified security curbs in parts of Haryana State as of Aug. 15 /update 6

Authorities restore mobile internet services in parts of Haryana State, India, as of Aug. 15 amid tight security due to communal violence.

Warning

Event

Authorities are maintaining an enhanced security posture in Nuh District and parts of Gurugram District, Haryana State, as of Aug. 15 following incidents of communal violence. Clashes first happened amid a July 31 Hindu religious procession, followed by several incidents of arson, stone pelting, and vandalism that spread to surrounding districts like Faridabad, Palwal, and Gurugram. The violence left at least six people dead, several others injured, over 100 vehicles damaged, and multiple small local business premises torched. Isolated incidents of attacks targeting religious sites and businesses have also occurred since the initial clashes broke out. Tight security is likely in the coming weeks as a precaution due to upcoming religious festivals.

Officials have restored mobile internet and messaging services in the worst-affected Nuh District since Aug. 14; earlier relaxations allowed the resumption of in-person classes, public bus services, and the operation of banks and government offices. A modified curfew remains in place, with restrictions active only at night from 20:00 daily, and a continued ban on public gatherings of over four people. Authorities could modify restrictions at short notice, depending on any perceived threats or renewed violence.

Related demonstrations of varying types are possible over the coming days despite the enhanced security measures. Potential gathering sites include police stations, prominent government buildings, religious sites, public squares, and thoroughfares. Authorities have deployed more than 1,000 security personnel, including paramilitary personnel, to secure the affected regions. Further clashes between police and activists and between members of different religious groups cannot be ruled out. Localized transport disruptions could occur along routes connecting Gurugram to other regions, such as Delhi, due to potential protests and the reported travel of residents in the outskirts of Gurugram City - mainly involved in domestic services and local industries - to their hometowns. Reports also indicate associated localized business disruptions. Although unlikely, any fresh violence may prompt business closures and telecommuting arrangements, including in Gurugram.

Advice

Exercise increased caution if operating in the impacted areas of Haryana State. Keep away from concentrations of security personnel. Depart the area at the first sign of any security disturbance. Avoid all protests. Confirm business appointments, transport reservations, deliveries, and road status. Do not check out of accommodations before confirming onward travel. Carry proper identification documents to present at security checks. Plan for business disruptions. Heed all official transport and security advisories.
