India: Rallies, associated disruptions likely to persist in parts of Uttarakhand State through at least late July

Rallies and associated disruptions will likely persist in parts of Uttarakhand State through at least late June over recent communal tensions following an alleged kidnapping incident involving a minor on May 26. On June 15, Hindu groups such as the Vishwa Hindu Parishad and its young wing, Bajrang Dal, plan to hold a village council (mahapanchayat) at an undisclosed location in Purola, Uttarkashi District. On June 18, the Muslim Seva Sansthan (MSS) called for a similar gathering in Dehradun in response to the June 15th event. Additional rallies of varying types, including shutdown strikes, may occur over the coming days, especially near prominent government buildings, markets, public squares, and thoroughfares.

As of June 15, authorities have imposed public gathering restrictions in the Purola area of Uttarkashi District through June 19 as a precaution. Officials will almost certainly maintain an increased security presence in the affected areas. Security personnel may implement additional enhanced measures, such as roadblocks and/or temporary telecommunication restrictions, as standard precautions or in the event of significant violence. Clashes between police and activists, as well as between various opposing religious groups, cannot be ruled out. Demonstrators may march along or block roadways, prompting localized transport disruptions. Associated localized business disruptions are possible.

Excercise a high degree of caution if operating in or near Uttarakhand State through at least late June. Avoid all public gatherings as a standard precaution. Depart the area at the first sign of any security disturbance. Plan accordingly for associated localized transport and business disruptions. Heed all official transport and security advisories.
