Sri Lanka: Activists plan nationwide anti-governmental protests Dec. 8-9

Anti-government activists to protest across Sri Lanka Dec. 8-9. Tight security, transport disruptions likely. Violence possible.

Warning

Event

Various groups have called for protests across Sri Lanka Dec. 8-9 as the parliament is set to hold a final vote to approve the national budget at 17:00 Dec. 8. Unrest over the ongoing economic crisis, rising inflation, and detention of protest leaders also continues. The Inter-University Students' Federation (IUSF) has called for nationwide protests outside public universities Dec. 8, while political and trade groups will hold day-long rallies near the parliament building in Colombo. Government worker unions have also planned lunchtime demonstrations outside workplaces Dec. 8 and near the Fort Railway Station in Colombo Dec. 9. Additional unannounced gatherings are likely in the coming days.

Protest plans may change at short notice due to law enforcement restrictions. Several dozen to a few hundred participants may join each event, potentially prompting skirmishes, mass arrests, and temporary transport disruptions. The largest gatherings and tightest security are likely in Colombo.

Security personnel typically monitor protests. Roadblocks and security cordons are likely, mainly near transport hubs, security facilities, as well as prominent government buildings. Security forces have previously used tear gas and water cannons to disperse demonstrations. Protests may turn violent quickly, with activists committing arson or vandalism. Authorities may restrict public movement and telecommunication services, and security officers may resort to the use of live ammunition if significant violence erupts. Localized transport and business disruptions are likely, especially during larger gatherings and marches. Travel and shipping delays are possible.

Advice

Avoid all demonstrations due to possible clashes. Plan for localized transport and business disruptions near gathering sites. Do not attempt to drive through protest roadblocks; wait for police to clear them before proceeding. If violence breaks out, depart the area immediately and seek shelter at a safe non-governmental building. Monitor trusted local media for updates on protest activity as organizers may not announce details in advance. Confirm transport reservations and deliveries. Heed all security and traffic advisories.
