Various groups opposed to the creation of new administrative divisions have held disruptive protests in cities, including Jayapura, Sorong, and Wamena, since early March. Activists in the customary La Pago area - comprising Bintang Mountains, Central Mamberamo, Jayawijaya, Lanny Jaya, Nduga, Puncak, Puncak Jaya, Tolikara, Yahukimo, and Yalimo regencies - may hold further gatherings that disrupt government facilities, like the officers of the governor or mayors, if authorities do not withdraw the plan. Other possible rally sites include major roadways and parks. Thousands of people may join larger gatherings, mainly in urban centers.

Heightened security measures, including the deployment of additional personnel, are likely at rallies. Popular protest venues include government buildings, public squares, and university campuses. Officials may impose security cordons, road closures, and traffic diversions near demonstrations. Protestors may block on or march on streets, prompting localized transport disruptions. Activists may clash with police and/or supporters of the proposal who may hold counterrallies; police officers reportedly shot two protesters to death during a related protest in Dekai, Yahukimo Regency, March 15.
