China: Authorities maintaining restrictions in areas of Inner Mongolia Autonomous Region, as of Dec. 20 due to COVID-19 activity /update 1

Authorities are maintaining travel restrictions and strict localized controls in parts of the Inner Mongolia Autonomous Region. As of Dec. 20, the government is designating several areas of Hulunbuir city as high- or medium-risk. Four areas in Manzhouli and three areas in the Jalainur District are high-risk areas; three areas in the Jalainur District and one area in the Xinbalhu Right Banner are medium-risk areas. Residents of these locations and individuals with recent exposure to them must remain in their homes. Manzhouli authorities are advising residents to stay home as much as possible; unauthorized outbound travel from the area is prohibited, while nonessential businesses, in-person classes, social gatherings, outbound flights, and public transportation are suspended. Workplaces must ensure at least 30 percent of staff telecommute. Increased processing time is likely at the Manzhouli land port, which handles a majority of cargo to and from Russia and eastern Europe. Enhanced security is likely at entry and exit points. Other locations in Hulunbuir, such as the Hailar and Zhalantun districts, as well as Yakeshi city have also barred nonessential outbound travel and closed recreational venues; officials in Zhalantun District are also restricting operations of nonessential businesses and transport services.

While it is unclear how long the controls will remain in place, Chinese authorities typically enforce restrictions for about two weeks from the latest confirmed COVID-19 case. Officials will likely carry out several rounds of testing in high- and medium-risk areas before easing restrictions. The government could place additional communities in Inner Mongolia under localized movement controls if more COVID-19 cases emerge. Authorities are tightening the implementation of social distancing measures throughout the region; strict enforcement is likely in the run-up to, and during Lunar New Year Feb. 1. Some local governments in Inner Mongolia require a negative COVID-19 test result taken within 48 hours before arrival and/or departure.

Authorities in other parts of China are likely to require testing and/or quarantine for travelers with a recent travel history to high- or medium-risk locations. In addition to Manzhouli Xijiao Airport(NZH), flight disruptions are possible at Hohhot Baita International Airport (HET), Hulunbuir Hailar Airport (HLD), and other regional airports.

Hulunbuir is approximately 645 km (401 miles) northwest of Tongliao.

Strictly heed the instructions of authorities. Avoid all nonessential operations in areas impacted by travel controls. Confirm appointments. Remain cooperative if approached and questioned by law enforcement officers.
