China: Authorities lift COVID-19 restrictions in Putian, Fujian Province, as of Oct. 7; curbs continue in Xiamen /update 5

Officials in Fujian Province are modifying COVID-19 restrictions as of Oct. 7. All medium-risk areas in Putian are now low-risk zones, while risk designation of areas in Xiamen city has been adjusted. Authorities in Xiamen city continue to designate Xinming Town as a high-risk area, while three other areas in Xianping Street are considered medium-risk. High- and medium-risk areas will face stay-home orders, nonessential business closures, as well as entry and exit controls. Such measures typically last two weeks from the most recent case of community transmission, though extensions are possible based on disease activity. Officials usually carry out several rounds of testing in affected areas before easing restrictions.

Officials in high-risk areas have closed several nonessential venues, such as cinemas, libraries, and museums; local authorities in medium-risk areas may reopen such venues gradually. Schools in most high- and medium-risk areas remain suspended as of Oct. 7. Traffic control measures are also active between cities and districts in parts of southern Fujian. All individuals entering Xiamen Gaoqi International Airport (XMN) and passengers at Xiamen Railway Station must present a negative COVID-19 test taken within the last 48 hours before travel. Flights have resumed at XMN, though service disruptions are likely amid severely reduced demand. Provincial and municipal governments in other parts of mainland China may require individuals who have recently traveled to high- and medium-risk areas to undergo COVID-19 testing and/or quarantine.
