Myanmar continues to impose COVID-19 movement controls in Mandalay District as of July 13. Transport and business disruptions likely.

Critical

Event

Officials continue to impose stay-home restrictions in at least eight townships in Mandalay District as of July 13 due to increased COVID-19 activity. The affected areas include Amarapura, Aungmyaythazan, Chanayethazan, Chanmyathazi, Mahaaungmyay, Patheingyi, Pyigyidagun Pyin, and Oo Lwin townships. Exceptions are in place for those with emergency needs and medical, food, manufacturing, banking, and financial services workers. Authorities allow one person from each household to purchase essential goods per day; only two people per household can visit medical facilities. Movement in the designated areas is restricted, with exemptions for people performing official duties. People leaving the areas for other reasons must seek official permission. Vehicles cannot operate in or pass through the areas except for the transportation of people to and from work, among others. Facemasks are mandatory in public places. The government's level of enforcement of the rules is unclear. Authorities did not specify the intended duration of the restrictions.

Additionally, a nationwide 20:00-04:00 curfew and ban on public gatherings of more than five people remain due to ongoing unrest following the Feb. 1 military coup. The level of enforcement of the restrictions in Mandalay District is also unclear.

Some local authorities in other parts of Myanmar may require arrivals from Mandalay to undergo stricter health checks and quarantine at their residence or government-designated facilities. Heightened security, as well as transport and business disruptions, are likely to continue. Officials may enact new measures or expand the curbs if any additional outbreaks occur in the coming weeks.

Advice

Follow all official instructions. Remain polite and cooperative if stopped by security personnel for checks. Avoid crowded areas. Stock up on essential supplies as a precaution. Confirm all travel reservations; consider deferring nonessential travel to and from the affected townships. Make allowances for likely travel restrictions if operating in the region. Abide by national and local health and safety measures. Liaise with trusted contacts for further updates and guidance. Maintain contact with your diplomatic representation. Ensure contingency plans account for further disruptive measures. Reconsider and reconfirm nonemergency health appointments.
