Thailand: Increased security measures in place in Ra-ngae, Narathiwat, as of Feb. 25

Event

Authorities have heightened security in Ra-ngae District, Narathiwat Province, as of Feb. 25, following fatal clashes in the area. The fighting began when unknown assailants shot at volunteer security personnel who were patrolling nearby Thawae Mountain at around 0650. The incident, which reportedly also involved a bomb explosion, killed two security personnel and injured another.

Officials will likely maintain checkpoints and roadblocks in parts of the district through early March to facilitate the investigation and security measures. Further attacks and clashes cannot be ruled out. Localized transport disruptions are likely, while business disruptions are possible.

Context

While the investigation into the Feb. 25 attack is ongoing, insurgents are known to operate in Narathiwat Province. Insurgents usually target military or police operations, convoys, and infrastructure, with periodical targeting of teachers, Buddhist monks, and others that they view as symbols of the Thai establishments, as well as Muslims allegedly working as informants for local authorities or those perceived to have betrayed the separatist cause. While separatist violence in Narathiwat and the Deep South region has decreased due to factors like increased government informants on the ground and tighter security operations, local sources have also pointed to a trend of fewer but larger, more targeted insurgent strikes against government personnel or facilities. While authorities and the insurgent groups have had on-and-off peace talks since 2004, the talks are unlikely to resolve the conflict soon. A state of emergency is in effect in Narathiwat, Pattani, and Yala provinces through at least March 20.
