Protests are possible throughout greater Jakarta in the coming days following a deadly incident between police and members of the Islamic Defenders Front (FPI) that occurred on Dec. 7. Police shot and killed six FPI members on the Jakarta-Cikampek toll road, about 50 km (31 miles) east of central Jakarta, at around 0030 on Dec. 7. According to police, the FPI members were armed and had attacked police officers. FPI claims its members were unarmed and victims of a premeditated extrajudicial killing. As of late Dec. 7, no specific protest rallies have been announced, though FPI supporters could stage unannounced rallies at the Jakarta Metro Police (Polda Metro Jaya) headquarters or other government buildings at short notice.

Authorities will almost certainly maintain increased security measures, including roadblocks and security cordons, at Jakarta Metro Police and its surrounding area as a precaution. Increased security measures are also possible at other locations, including areas near the National Monument. Localized road closures and business disruptions are likely to occur if protesters gather. Clashes between activists and security forces are possible should any demonstrations manifest. If major incidents of violence occur, FPI supporters could launch disruptive protests at locations throughout greater Jakarta. Mass arrests are possible if security forces enforce coronavirus disease (COVID-19) restrictions on rallies.

Context

Police have summoned FPI leader Rizieq Shihab for questioning over alleged health protocol violations during a Nov. 14 event that Shihab organized in Petamburan, Tanah Abang, Jakarta. However, as of late Dec. 7 Shihab has not responded to the summons. Thousands of activists have participated in past gatherings involving the FPI.

Avoid all protests as a standard security precaution. Avoid Jakarta Metro Police and its surrounding areas due to increased security measures and possible clashes. Plan for possible localized transport and business disruptions. If violence occurs nearby, immediately depart the area and seek shelter at a non-government building. Heed all official security and transport advisories.
