Event
At least one NGO worker was killed and another injured on Wednesday, September 16, when unidentified gunmen ambushed a humanitarian convoy in North Kivu's Lubero territory. The two-vehicle convoy was reportedly travelling from Lubero to Kasiki when it was ambushed near Luofu at around 18:30 (local time). Unconfirmed reports indicate that another two aid workers were kidnapped in the attack, but the abductions were not reported by the NGO in a press statement on the incident.
Security operations are likely in the Lubero territory in the near term following the incident.
Advice
Those in North Kivu province are advised to remain vigilant for militant and criminal activity, monitor developments in their own particular area of operations, and adhere to all instructions issued by local authorities and their home governments. Any essential overland movement should be undertaken with comprehensive journey management and security procedures in place following a thorough localized threat assessment.
A number of Western governments advise their citizens against travel to the east and northeast of the country due to poor security conditions, including the presence of armed groups and a high risk of kidnapping. Professional security advice should be sought prior to travel.
