India: Clashes and protests as liquor shops reopen in multiple states May 4 to 7

Clashes and protests follow liquor shops’ reopening in multiple states from May 4 to 7; follow authority directives

Warning

Event

From Monday, May 4, to Thursday, May 7, the reopening of liquor shops in many states following a seven-week closure as part of measures to contain the coronavirus disease (COVID-19) has been accompanied by violence and protests. On Monday, police used lathis (bamboo truncheons) to break up thousands of people in Delhi, Rajasthan, and Andhra Pradesh as scuffles broke out and crowds gathered in contravention of ongoing social distancing measures.

In Tamil Nadu on Thursday, the Dravida Munnetra Kazhagam (DMK) political party and allied groups staged protests outside liquor shops denouncing the state government's inability to control the COVID-19 outbreak and their decision to reopen liquor shops. Security forces and checkpoints were deployed to control crowds seeking to purchase liquor.

Context

India has witnessed widespread protests since the COVID-19 lockdown was imposed on March 24 over transport restrictions and workplace closures. Migrant workers trying to return home have clashed frequently with police, sometimes accompanied by the use of tear gas.

Police have used lathis liberally throughout the lockdown to enforce compliance with mandatory social distancing measures.

Advice

Individuals in India are advised to monitor developments, avoid liquor shops and all protests and demonstrations as violence may flare up without warning, and prepare for widespread disruptions to transportation, business, and telecommunications in protest-affected areas. If a demonstration is organized without warning, individuals are advised to refrain from crossing roadblocks, take shelter in a safe place, and avoid taking pictures. Travelers should adhere to all instructions issued by local authorities and their home governments.
