Iraq: Shi’a commemorations in Baghdad April 11-12

Commemoration events in memory of Shi'a Imam Al-Kadhim will take place from Wednesday evening, April 11, until sunset on Thursday, April 12, in Baghdad. Millions of Shi'a Muslim pilgrims are expected to visit the Shrine of Kadhimayn, located in the northeastern district of the same name, and local observances at major mosques in the area are expected. This influx of people is expected to have a significant impact on road traffic throughout the city. Extensive road closures around the shrine are to be anticipated, as well as increased security measures (such as pre-emptive searches).

Although the Islamic State (IS)'s capability to target the capital has been significantly reduced, the mass movement of Shi'a worshipers presents a potential target for extremists. Attacks and outbreaks of violence cannot be ruled out.

Furthermore, extreme caution is advised around Shi'a religious symbols (such as flags), service tents, and processions for the duration of the event, as any perceived offense can lead to negative community reactions.

Context

The commemoration of Imam Al-Kadhim's martyrdom is one of the most important religious occasions in Baghdad. Visitations of imams' graves are central events in the Shi'a religious calendar, intended to acknowledge their importance as leaders of the Muslim community after the Prophet Mohammad and to maintain close contact between the imam and the Shi'a followers. Figures from previously years suggest that over 10 million worshipers could visit the shrine during the commemoration.

Exercise caution during celebrations in Shi'a communities, particularly in the central regions where Shi'a and Sunni majority communities are intermingled.
