Rival clans clashed in a disputed border area between the Somaliland and Puntland regions on Monday, January 22. At least 15 people were killed. Similar clashes occurred in the area on January 8, when Somaliland military forces took control of the town of Tukaraq in the contested Sool region. Further clashes are likely in the coming weeks.

Context

Both Puntland and Somaliland have claimed the Sool and Sanaag regions for the past 25 years. Although border violence between militias is a regular occurrence, direct fighting between armies is much rarer. The January 8 incident occurred just after presidential elections were held in Somaliland. Puntland had threatened to use force if voting took place in Sool and Sanaag.
