India: Train services to Manipur State suspended as of May 5 as tight security measures continue /update 2

Enhanced security continues across Manipur State as of May 5 in response to clashes between tribal and non-tribal communities in several areas. The government has evacuated over 9,000 people from affected regions. Officials have deployed paramilitary and military officers to prevent further violence, and are imposing an indefinite curfew and gathering ban in some tribal-dominated areas under Section 144 rules. Affected districts are Bishnupur, Churachandpur, Imphal East, Imphal West, Jiribam, Kakching, Kangpokpi, Pherzawl, Tengnoupal, and Thoubal. Statewide measures active include the suspension of mobile internet services through at least May 8, and the empowerment of local officials to permit the use of live ammunition to control security situations. Trains to Manipur State remain suspended until at least May 6. Extensions of security measures are likely, especially if notable and/or widespread violence recurs.

Although no specific plans are public, tribal and Meitei groups may defy gathering bans to stage additional demonstrations over the coming days. Typical tactics include sit-in demonstrations, street marches, and disruptive roadblocks along interstate highways. Potential gathering sites include prominent government buildings, public squares, and thoroughfares. Localized transport and business disruptions are likely near large rallies. Minor bombings, acts of intimidation, attacks, arson, and vandalism targeting rival groups, security personnel, politicians, and government buildings cannot be ruled out. Police may conduct mass arrests and use force, including rubber bullets, live ammunition, batons, and tear gas, to disperse any protests that materialize.

Context

Significant clashes first broke out May 3 in Churachandpur District during a rally by the All Tribal Students' Union of Manipur (ATSUM) as part of statewide demonstrations denouncing the government's proposal to award the nontribal Meitei group - that enjoys a majority in the state - the Scheduled Tribes (ST) designation that provides political, education, and job reservations. Tight security is likely in the coming days to prevent and/or control violence.
